Preferential Procurement Regulations

The Revised Preferential Procurement Regulations were gazetted on the 20 January 2017. These Regulations will change the way business is done in the construction industry in South Africa. Our members have experienced challenges on construction sites. We have therefore implemented a Master Plan on economic transformation which includes the roll out of the Regulations, amongst other actions.

The following are the steps that have been taken by the Association.

  1. Approval of the Master Plan on economic transformation by the Executive Council.
  2. Appointment of Cox Yeats Attorneys to draft a Practice Note for our members to follow, in order to meet the specified targets. 
  3. The draft document from Cox Yeats was received on the 27 March 2017. 
  4. The draft has been disseminated to members of the KZN Building Industries Forum for comment.
  5. A presentation has been made to our Corporate members by Cox Yeats and one is scheduled for our next EXCO. 
  6. The Association has requested some amendments and clarity on certain aspects.
  7. Once the final draft has been approved by the Association, workshops will be held throughout the Province in order to help our members to understand and implement these regulations.
